It is a 64bit laptop and it can boot and install any other 64 bit OS, Windows XP, Windows 7, Ubuntu, Linux Mint, you name it (except Oracle Linux) and it has booted and / or installed it. So you are in effect saying one should remove head from backside before continuing. OL 7 is not certified for use with Oracle Database, and although it should work, OL 6 will be much easier. However, forget it, if you use some ancient 32-bit piece of hardware. There are pre-installation packages to install Oracle database11g and 12c under OL 6 that take care of the complete setup, but such packages do not exist for OL 7 yet. Can you please describe what you have downloaded exactly and what you are trying to accomplish? What is your computer hardware and purpose of this installation? Whether you can boot your system from USB is not necessarily a question of Oracle Linux, but also of your hardware and what booting methods it supports.
During the install it is looking for some 32 bit libraries, Oracle Linux 7.0 does not have any 32 packages.so the latest Linux version from Oracle themselves it is NOT. .sigh.fine, if Oracle want to release a product that does not support their other products what can you do huh? I download Oracle Linux 6.5, I load the ISO onto my USB stick using Win32DiskImager, it won't even boot. I used Win32DiskImager and was able to install Oracle Linux 7.0. I downloaded Oracle Database 11.2 for Linux. Oracle Linux 7.0 I just downloaded and installed Oracle Linux 7.0, the only issue I had was putting the ISO image on a USB stick using Rufus did not work properly.

I would question whether the smartstart CD or driver update is really required since your computers where produced ages before OL 6, but you will most likely need the latest firmware installed for drivers to function properly.
How did you install the system? Did you use HP's smartstart DVD or booting from the Oracle Linux DVD directly? The smartstart DVD is what provides the HP drivers.
